they are sone ke chand(sc)and sone ka tukda(st).that is why....
high caste people i.e. the general ones have always dominated these sone ke chand and sone ka tukda people,thats why govt. of India have taken an initiative to upheld these "sona" (who are low caste by birth)
it is really indigestible for upper castes to see the down troddens grow.one can varify it here.
